The meeting of Committee on Science, Technology and Innovation of IPTP11 (Chinese, Arabic below)

Phnom Penh: Sunday, 24 November 2024, the meeting of Committee on Science, Technology and Innovation of IPTP11, chaired by H.E. Mr. San Sarana, member of Commission on Foreign Affairs, International Cooperation and Information of the National Assembly of Cambodia and co-chaired by H.E. Mr. Iulius Marian Firczak, member of the Senate of Romania.
Committee on Science, Technology and Innovation of the 11th General Assembly of IPTP met to discuss on the objective of integrating science, technology and innovation to national policy for addressing global challenges and promoting sustainable development. The meeting stressed the importance of science and technology as key driven for peace and security leading to social development and economic growth. It encouraged the investment in science and technology would help to prevent and addressing conflicts and root cause of violence, which contributes to social collaboration and stability. The meeting agreed to work collaboratively to harness the full potential of Information and Communication through: (1) legislation to govern and regulate technology to be the service of humanity and not against humanity, (2) revision the existing laws to integrate and in line with other development with no one left behind, especially children, and for equal access to internet and digital infrastructure, (3) ensuring that digitalization has not compromised the environmental deterioration and (4) calling for technological dimension as the fourth pillar of efficient public administration and governance.
柬埔寨金边：2024 年 11 月 24 日星期日，IPTP11 科技、技术与创新委员会会议在柬埔寨国会外交、国际合作与信息委员会主席 H.E. San Sarana 阁下以及罗马尼亚参议院成员 H.E. Iulius Marian Firczak 阁下的共同主持下举行。
IPTP11 科技、技术与创新委员会会议旨在研讨将科学、技术与创新融入国家政策，以应对全球挑战，并推动可持续发展的目标。会议着重强调了科学和技术作为和平与安全的关键驱动力，对于促进社会发展和经济增长有着极其重要的意义。会议鼓励加大对科学技术的投资，这有助于预防和解决冲突以及暴力的根源，进而促进社会协作与稳定。会议同意通过以下方式共同发挥信息和通信技术的全部潜力：(1) 制定法律以规范和管理技术，使其服务于人类而非与人类作对， (2) 修订现有法律，使其与其他发展相适配，不让任何人掉队，尤其是儿童，保障所有人能平等地接入互联网和数字基础设施， (3) 确保数字化进程不会导致环境恶化， (4) 呼吁将技术维度作为高效公共管理和治理的第四大支柱。
اجتماع لجنة العلوم والتكنولوجيا والابتكار للجلسة العامة الحادية عشرة للبرلمان الدولي للتسامح والسلام

اجتمعت اللجنة للعلوم والتكنولوجيا والابتكار للجلسة العامة الحادية عشرة للبرلمان الدولي للتسامح والسلام (IPTP11)، تحت رئاسة سعادة السيد سورن سارانا ، عضو اللجنة الخامسة للجمعية الوطنية لكمبوديا، وسعادة السيد يوليوس ماريان فيركزاك، عضو البرلمان الروماني.
تهدف اللجنة للعلوم والتكنولوجيا والابتكار إلى دمج العلوم والتكنولوجيا في صنع السياسات لمواجهة التحديات العالمية وتعزيز التنمية المستدامة. وشدد الاجتماع على أن العلم والتكنولوجيا هما المحركان الرئيسيان للتقدم الاجتماعي والنمو الاقتصادي، مما يؤدي إلى السلام والأمن. فالاستثمار في هذه المجالات يمكن أن يمنع الصراعات، ويحل النزاعات، ويعالج الأسباب الجذرية للعنف، مما يساهم في التماسك الاجتماعي والاستقرار. واتفق المجتمعون على العمل معًا للاستفادة من الإمكانات الكاملة للمعلومات والاتصالات من خلال (١) تطوير قوانين إدارة التكنولوجيا، (٢) مراجعة قوانين المساواة وبيئة التكنولوجيا دون ترك أي شخص، وخاصة الأطفال، (٣) ضمان ذلك الرقمنة لا تضر بالبيئة (٤) دمج التكنولوجيا باعتبارها الركيزة الرابعة للحوكمة العامة الفعالة.
